The action is due to a imposed motion applied to the "Wheel - In” (10 rot/min = 60 deg/s) in both senses. The simulation does not include any friction or collision restitution.
The "Wheel - In” rotates and the two pins collides with the side walls of the "Wheel - Out”. This is the source of the „Wheel - Out” rotation. Remarkable is that the "Wheel - Out” rotates 180° for only 90° rotation of the "Wheel - In”.
The small clearance between the pins and the "Wheel - Out” channels, on one hand, and the "Wheel - Out” and the wall of the "Wheel - In”, on the other hand, permit us to see which sides of the parts collide during the movement. If you have good eyes then you can see in the animation the little displacements of the mobile parts within their respective clearances.
